How IFRA Standards are built
Each Standard is based on a quantitative risk assessment, drawing on toxicological and dermatological data compiled by the Research Institute for Fragrance Materials (RIFM). The assessment looks at endpoints such as skin sensitization, phototoxicity and systemic toxicity, then works out a level below which repeated exposure is not expected to trigger a reaction in the general population. That level is translated into a maximum percentage allowed in the finished product, and the percentage varies by how the product is used.
IFRA divides finished products into numbered categories, from products applied to lips and eye areas, through leave-on skin products like lotions, to rinse-off products and products with minimal skin contact, such as candles or diffuser oils. A material restricted to a fraction of a percent in fine fragrance applied to skin may be permitted at a much higher level in a scented candle, because inhalation and dermal exposure differ.
Which resins are restricted, and why
Most restrictions on resins trace back to a handful of recurring allergens rather than the resin as a whole. [atlas] Benzyl benzoate, [atlas] benzyl cinnamate and [atlas] cinnamic acid are the three compounds most often responsible, because they occur at meaningful concentrations in the balsamic resins: benzoin, [atlas] Peru balsam and [atlas] Tolu balsam all contain them in varying proportions. Is storax really banned? What “prohibited” means in practice
“Prohibited” in IFRA terms means the risk assessment found no concentration, however small, that could be recommended for fragrance use. For storax, RIFM’s sensitization data did not support any permitted level, so the material moved from restricted to prohibited status. This does not mean storax is illegal to possess, tincture or burn as incense — it means IFRA member companies cannot use it in products they formulate and sell. Perfumers working in traditions such as Ottoman or Byzantine-style compositions, or historic reconstructions, still use storax outside the commercial IFRA framework, understanding that the material sits outside current industry practice.
Do IFRA limits change how benzoin and Peru balsam smell?
Not directly — the Standards restrict concentration in a finished formula, not the character of the raw material itself. But because the restricted level for Peru balsam and Tolu balsam is often very low, perfumers working within IFRA compliance may use these materials as a supporting accent rather than the dominant note a nineteenth-century formula might have relied on. Allergen labeling versus IFRA restriction
These are two separate systems that people often conflate. IFRA Standards set a maximum usable concentration based on safety data. Allergen labeling rules, in the EU set out in the Cosmetic Products Regulation, require that certain named substances be listed on the ingredient panel once they exceed a low threshold — regardless of whether the total amount is well within IFRA’s safe limit. A benzoin-based formula can be fully IFRA-compliant and still need benzyl benzoate and benzyl cinnamate named on the label, simply because the resin naturally contains them above the disclosure threshold. What this means for perfumers working with resins
For anyone formulating commercially, the practical workflow is to know the certificate of analysis for each resin batch — its percentage of benzyl benzoate, cinnamic acid and related compounds — and calculate the contribution to the finished product before setting a use level. Buying and using resins as a hobbyist: does IFRA apply to you?
IFRA membership binds companies, not individuals, and its Standards are not enforced against someone tincturing benzoin at home or burning resin as incense. The practical relevance for hobbyists is indirect: commercial oils and perfumes bought pre-made will already reflect IFRA limits, so a home-blended amber accord using undiluted Peru balsam or benzoin resinoid can end up far more concentrated in these compounds than anything sold commercially.
